Phoenixville awarded transportation fund grant

On August 19, Gov. Josh Shapiro announced the award of more than $51 million in grant
funding through the Multimodal Transportation Fund (MTF) throughout the Commonwealth. These funds
may be used for transportation initiatives including highway, bridge, port, bike and pedestrian
improvements. The Borough of Phoenixville was awarded $900,000 for the Bridge and Starr Street (SR-
29) intersection improvement project.

“I’m thrilled to announce that we are continuing to invest in infrastructure projects in Chester County,”
commented State Representative Paul Friel. “This funding will address some key safety, traffic flow and
public transportation needs in Phoenixville benefiting the whole community.”

The Bridge and Starr Street intersection project will improve the existing three-way intersection,
allowing for a more efficient flow of traffic and increased pedestrian safety by adding a straight-through
lane on Starr Street, extending Starr Street north. This project has been identified in multiple local and
regional planning studies as a priority to improve traffic operations and reduce congestion. Sidewalk
connectivity and pedestrian crosswalks are another component of this project that will improve
pedestrian safety. With the addition of the 4th lane, residents and visitors will be able to safely access
the Borough managed Ashland Street parking lot and the Schuylkill River trailhead.

Upon learning of the awarded funds, Borough Council President Jonathan Ewald remarked, “This grant
is a significant boost for our ongoing efforts to improve Phoenixville’s infrastructure. The
planned enhancements will not only address current challenges but also set the stage for future
growth.” He went on to say, “This investment will alleviate congestion and provide a smoother,
more accessible route for all.”

This project has an estimated cost of $3 million. In addition to this award of $900,000, the Borough was
awarded a Chester County Community Revitalization Grant of $727,278, as well as a Department of
Community and Economic Development Multimodal Transportation Fund grant for $600,000. The
Borough has funds allocated for this project and expects the design and engineering for this project will
be completed in Fall of 2024, with construction to start in the Spring of 2025.
